What is Toe River Project Access?
Toe River Project Access (TRPA) connects individuals and families to health care and social resources, helping them navigate health insurance coverage options—including the ACA Marketplace, Medicaid, and Medicare—while linking participants to clinical care, prescription assistance, behavioral health services, and low-cost vision and dental care. TRPA provides financial guidance, including assistance applying for medical bill relief, disaster relief support (such as FEMA assistance), and free tax preparation through its certified Volunteer Income Tax Assistance (VITA) site.
TRPA also addresses key social factors that contribute to well-being, including medication affordability, food access, heating assistance, and transportation, while integrating financial literacy through VITA. TRPA has a long-standing history of serving Mitchell and Yancey counties for nearly two decades. In 2021, the program transitioned to CareReach to continue and expand its mission of improving access to health care and related services, extending its reach into McDowell County (2021) and Avery County (2022) through partnerships such as the Project Access network. Throughout its history, TRPA has been recognized and valued for the vital support it provides to mountain communities across western North Carolina.

✔ Referrals to Community Resources that meet essential needs

In 2024, TRPA served more than 200 individuals with 93% receiving direct linkages to services and supports and more than 700 social determinants of health (SDOH) referrals. VITA tax refunds exceeded $77,000 and Advanced Premium Tax Credits (APTC) exceeded $386,000 through open enrollment.
